President Park Geun-hye nominated Kang Byung-kyu, former vice minister of the Ministry of Security and Administration, Friday, days after Minister Yoo Jeong-bok declared his candidacy for the Incheon mayoral election.

Presidential spokesman Min Kyung-wook said that Park tapped Kang because of his "deep understanding" of operations in the ministry.

"Kang has extensive experiences both in the central and local governments and this made him fit for the position to lead the home affairs ministry," said Min. "He also has a good interpersonal skill. He has good working relations with other ministries as well as the National Assembly. He also has strong managerial skills."

Before Kang assumes the position, lawmakers will question him at a parliamentary hearing. President Park can appoint him, even if parliamentary members fail to approve.

Born in the northeastern city of Euisung, North Gyeongsang Province, Kang graduated from Korea University Department of Law before he joined the security ministry.

He was the second vice minister from 2009 to 2010 before leaving public office.

인천시장 출마 유정복 후임…이틀만에 속전속결 발탁

박근혜 대통령은 7일 새 안전행정부 장관으로 강병규 전 행정안전부 제2차관을 내정했다.

민경욱 청와대 대변인은 브리핑에서 6·4 지방선거 인천시장 출마를 위해 지난 5일 사임한 유정복 전 장관의 후임으로 강 전 제2차관이 내정됐다고 발표했다.

이번 후임 인선은 불과 이틀만에 속전속결로 이뤄졌다. 이주영 신임 해수부장관 임명이 엿새만에 이뤄진 것과 비교해도 나흘이나 빠른 것이어서 박 대통령의 인선 스타일이 변하고 있다는 관측도 나온다.

강 내정자는 경북 의성 출신으로 1978년 내무부 사무관으로 공직을 시작해 대구 행정부지사, 행정자치부 정책홍보관리실장, 지방행정본부장 소청심사위원장, 행안부 제2차관, 한국지방세연구원장 등 중앙과 지방의 주요 보직을 두루 역임한 내무행정 전문가이다.

민 대변인은 '강 내정자는 안행부 업무 전반에 걸쳐 풍부한 식견과 경험이 있으며 부처와 국회 등 대외기관과 협조가 원활할뿐만 아니라 타인의 의견을 경청하는 수평적 리더십과 조직관리 능력을 갖췄고, 조직내 신망이 두텁다는 점이 발탁배경'이라고 설명했다.

'장관은 관련법규에 의해 국회 인사청문을 거쳐 임명하도록 돼있으며 청문회 자료가 준비되는대로 다음 주 중 국회에 인사청문을 요청할 계획'이라고 덧붙였다.

앞서 박 대통령의 최측근 인사인 유정복 전 안전행정부 장관은 6·4 지방선거 격전지의 하나로 꼽히는 인천시장에 출사표를 던지며 지난 5일 장관직에서 사퇴한 바 있다.
