    Korea 12th out of 77 countries in Open Data Barometer

    Korea, one of the countries that adopted the open data policy, was assessed in Open Data Barometer by the World Wide Web Foundation and was ranked 12th out of 77 countries.

    Korea was placed 12th out of 77 countries in Open Data Barometer (ODB), the National Information Society Agency reported on Wednesday.

    ODB is a score-based assessment by the World Wide Web Foundation on each country regarding how transparently they disclose open data to the public in three categories: readiness, implementation and impacts.

    Korea scored an overall 54.21 points and was ranked 12th among 77 countries.

    Korea marked a fairly high 77 points in the readiness category, but only 55 and 25 in the implementation and impacts areas, respectively.

    Britain ranked top with 100 points, followed by the United States (93.38), Sweden (85.75), New Zealand (74.34), Norway (71.86), Denmark (71.78), Australia (67.68), Canada (65.87), Germany (65.01), France (63.92) and the Netherlands (63.66).

    The World Wide Web Foundation was critical in general, pointing out that out of 55 percent of the assessed nations that adopt an open data policy, only 10 percent disclosed important data like registered company lists or cadaster maps to the public.

    Some data were prepared in formats that denied access from certain private or company users, and some weren't accompanied by legal statements advising users whether or not they are available for commercial uses.

    The foundation argues that government's appropriate control of the open data policy will improve business platforms and bring more rigorous innovations.

    In 2010, Denmark invested 2 million euro (about 2.7 billion won) in establishing open data sources and in turn earned financial advantages worth 62 million euro (about 88.9 billion won).

    정부가 공공데이터를 민간에 개방하는 '정부 3.0' 정책을 강도 높게 추진하는 가운데 우리 정부의 공공데이터 점수가 영국의 절반 정도에 불과하다는 조사 결과가 나왔다.

    20일 한국정보화진흥원(NIA)에 따르면 월드와이드웹재단(World Wide Web Foundation)은 최근 전세계 77개국을 대상으로 각국 정부의 오픈데이터 정책의 준비성(readiness), 실행력(implementation), 영향력(impacts) 등 3개 항목을 점수화한 '오픈데이터지표'(ODB·Open Data Barometer)를 발표했다.

    이 조사에서 우리나라는 54.21점으로 12위를 차지했다.

    영국이 100점으로 1위를 차지했으며 미국이 93.38점으로 2위, 스웨덴이 85.75점으로 3위에 각각 올랐다. 전체 점수만 놓고 보면 우리나라가 영국의 절반 수준에 불과하다.

    이어 4위 뉴질랜드(74.34점), 5위 노르웨이(71.86점), 6위 덴마크(71.78점), 7위 호주(67.68점), 8위 캐나다(65.87점), 9위 독일(65.01점), 10위 프랑스(63.92점), 11위 네덜란드(63.66점) 순으로 뒤를 이었다.

    세부 항목을 들여다보면 우리나라는 준비성에서 77점으로 높은 점수를 받았으나 실행력과 영향력에서 각각 55점과 25점을 기록했다.

    보고서는 조사 대상국 가운데 55%가 오픈데이터 정책을 수립했으나 이들 중 중요 정보를 공개한 곳은 10%에도 못 미쳤다고 지적했다. 또한 회사 등기부나 토지대장처럼 가치있는 정보를 공개한 비율도 낮았다.

    데이터 중 일부는 재가공이 어려운 포맷으로 공개돼 기업이나 이용자가 접근해 활용하기 어려운 상황이었고, 데이터를 사업화해도 되는지를 법률적으로 명확하게 기술하지 않은 곳도 많았다.

    보고서는 정부 주도의 오픈데이터 정책이 기업활동과 혁신 촉진을 위해 중요하다고 강조했다.

    주소 데이터를 무료로 제공해 상당한 경제적 효과를 거둔 덴마크가 대표 사례다. 보고서는 덴마크가 2010년 오픈데이터 구축 비용으로 200만유로(한화 약 27억원)를 투입했으나 이를 통해 거둔 재무 편익은 6천200만유로(889억원)에 이른다고 소개했다.
