The nation's most expensive kindergarten, Uchon Kindergarten, charges a monthly fee of 1.1 million won, totaling 13.73 million won a year – more than most college tuition fees.

The Ministry of Education (MOE) charted the tuition costs of 8,559 public and private kindergartens on the e-childschoolinfo website on Sept. 1.

Private kindergartens charge an average of 191,737 won for education courses and extracurricular activities, which is 14 times more than public schools (13,285 won). The government cannot regulate tuition fees for private institutes, which may be the reason why prices are exorbitant.

The most expensive admission fees cost an additional 530,000 won (a total of 1.63 million won) for Uchon Kindergarten, followed by Hanyang Kidis (711,600 won), Gangnam University Kidergarten (705,000 won), Uimyung Kindergarten (697,000 won), and Prime Kindergarten (695,830 won).

Public institutes have a limit to how much they can charge, but there have not been any cases where education officials could find a reason to restrict high tuition fees for private institutes, drawing much criticism.

"There has been much debate about implementing a limit to the high tuition costs of kindergartens for the past three years," said one MOE official. "As soon as a bill restricting these expensive costs is passed, a new policy on private institutions will be enforced."


사립유치원 가장 비싼 곳은 1년에?

전국에서 교육비가 가장 비싼 유치원은 서울 성북구의 우촌유치원(사립)으로 한 달 원비만 110만원인 것으로 나타났다. 입학비와 12개월치 원비를 합친 연 교육비는 1,373만원으로 웬만한 사립대 등록금보다 비싸다.

교육부는 유치원 정보공시 사이트인 ‘유치원 알리미(e-childschoolinfo.mest.go.kr)’에 전국 8,559개 국ㆍ공ㆍ사립 유치원의 비용을 공시했다고 1일 밝혔다.

사립유치원의 경우 교육과정과 방과후과정 비용을 합한 월 교육비(만 5세 이상 기준)가 전국 평균 19만1,737원으로 공립(1만3,285원)보다 14배나 비쌌다. 자율적으로 원비를 책정할 수 있는 유치원의 경우 교육부가 이를 제재할 수단이 없기 때문이다. 

교육비가 전국 최고인 서울의 우촌유치원은 월 교육과정비가 60만원, 방과후과정비가 50만원이었다. 입학금과 원복비 등을 포함한 입학경비는 53만원이다.

입학경비를 제외한 교육비만 놓고 보면 서울 성동구의 한양여대부속유치원(71만1,600원), 경기 용인의 강남대부설유치원(70만5,000원), 서울 강동구 의명유치원(69만7,000원), 서울 성동구 프라임유치원(69만5,830원) 순으로 비쌌다.

지역별로는 서울의 사립유치원 월 교육비(만 5세 이상)가 27만1,682원으로 최고였다. 이를 연간(12개월치)으로 환산하고, 입학경비를 더하면 연간 교육비가 344만5,000원에 이른다. 인천(22만7,521원), 경기(21만9,737원), 울산(21만1,468원)이 뒤를 이었다. 반면 강원(9만5,526원)과 충북(9만5,871원)은 교육비가 서울의 3분의 1 수준에 불과했다.

사립유치원의 경우 만 5세 이상 방과후과정에서 평균 3.7개 프로그램을 주당 6.2번 운영하는 것으로 조사됐다. 프로그램당 평균 단가는 월 16만7,450원으로, 원아 1인당 월 38만7,840원이 들었다.

국ㆍ공립유치원은 평균 3.3개 프로그램(평균 단가 11만9,720원)을 주 3.9회 운영하면서, 원아 1인당 활동비용이 월 33만5,510원인 것으로 나타났다.

보건복지부가 관할하는 어린이집 원비는 지방자치단체가 인상률을 정하도록 하지만 사립유치원의 경우 지금까지 고액의 교육비를 제한할 수 있는 근거가 없어 문제라는 지적이 있었다.

특히 무상보육 정책(누리과정)에 따라 유치원 일부 원생에 대해 국가 재정이 지원되기 시작했는데도 유치원비가 고가여서 부모들에게는 혜택이 거의 없고 유치원만 배를 불린다는 비판이 많았다. 

교육부 관계자는 “최근 3년간 평균 소비자물가상승률 이상으로 원비를 올릴 수 없도록 하는 인상률 상한제를 도입하는 내용의 유아교육법 개정안이 발의된 상태”라며 “법이 통과되는대로 유치원비에 대한 법적 제재 장치를 마련하겠다”고 말했다.
