Park invites NK to join peace dialogue

President reveals Northeast Asian initiative in speech to US Congress

WASHINGTON ― President Park Geun-hye invited North Korea to take part in a peace regime in Northeast Asia in a speech to a joint meeting of the United States Congress, Wednesday.

"I propose an initiative for peace and cooperation in Northeast Asia. We cannot afford to put off a multilateral dialogue process in Northeast Asia," Park said in the 40-minute address.

"Together, the United States and other Northeast Asian partners could start with softer issues. These include environmental issues and disaster relief … Of course, North Korea could also be invited to join."

Park is seeking to build trust among Northeast Asian countries in order for them to expand cooperation at a time when the U.S. is rebalancing toward the Asia-Pacific region.

However, she reaffirmed her principle that aggression would not be tolerated; urging Pyongyang to realize its trademark brinkmanship will not benefit it.

In the speech delivered in English Park said: "The pattern is all too familiar ― and badly misguided. North Korea provokes a crisis. The international community imposes a certain period of sanctions.

"Later, it tries to patch things up by offering concessions and rewards. Meanwhile, Pyongyang uses that time to advance its nuclear capabilities. And uncertainty prevails. It is time to put an end to this vicious cycle."

Park also called on the North to abandon its nuclear ambitions to survive and thrive by confirming that "Seoul will never accept a nuclear-armed North Korea" and "Pyongyang's provocations will be met decisively."

The North carried out its third atomic test on Feb. 12 and despite the resultant U.N. sanctions, the self-proclaimed "full-fledged nuclear power" continues to seek to develop nuclear arms.

"The leadership in Pyongyang must make no mistake. Security does not come from nuclear weapons. Security comes when the lives of people are improved," the President said.

She called on the North to "make the right choice" and walk the path to becoming a responsible member in the community of nations.

"A world without nuclear weapons ― President Obama's vision ― must start on the Korean Peninsula. For the peninsula is home to the only divided nation-state and directly faces the threat of nuclear weapons," Park said.

She stressed the need to revise the Atomic Energy Agreement between the two countries, pledging her country will remain committed to the principle of nonproliferation.

"In this regard, we need a modernized, mutually beneficial successor to our existing civil nuclear agreement. Such an accord will bring huge benefits to related industries in both our countries," Park said.

The President added that ties between the long-time allies will develop to the next level.

"Today, our alliance is called upon to go beyond that ― beyond just the defense of freedom and peace. We are called upon to step forward on a new journey ― a journey toward a Korea at peace, that is happy, and that is made whole," she said.

"Our economic partnership must also aim higher and reach further into the future."

Park also stressed the significance of economic ties cemented a year ago when a bilateral free trade pact went in to effect, creating increased income and employment for both countries.

"In March of last year, the Korea-U.S. free trade agreement (FTA) went into effect. The agreement adds an economic pillar to our alliance. It has moved us closer to a comprehensive strategic alliance," she said.

"Our FTA also connects East Asia and North America and provides a key platform for building a common Asia-Pacific market. The agreement also helps underpin Washington's rebalancing toward the region."

Earlier in the day, U.S. President Barack Obama also raised the importance of the FTA in a press conference after their summit in the White House.

"On our side, we're selling more exports to Korea ― more manufactured goods, more services, more agricultural products," he said.

"And as President Park and I agreed to make sure that we continue to fully implement this agreement, we believe that it's going to make both of our economies more competitive."

박근혜 대통령이 8일(현지시간) '미국을 포함한 동북아국가들이 환경과 재난구조, 원자력 안전, 테러 대응 등 연성 이슈부터 대화와 협력을 통해 신뢰를 쌓고 점차 다른 분야까지 협력의 범위를 넓혀가는 '동북아 다자간 대화 프로세스'를 시작할 때가 됐다'고 말했다.

박 대통령은 우리나라 대통령으로는 6번째로 행한 이날 미 의회 상하원 합동연설에서 한미 양국이 주도해 북한에도 문호를 개방, 환경 등 비정치적 사안에서부터 시작해 북핵 등 안보현안으로 대화의 단계를 높여가는 '동북아평화협력구상'(일명 서울프로세스)을 공식 제안했다.

박 대통령은 30분간 영어로 진행된 연설에서 ▲한반도 평화와 통일기반 구축 ▲동북아 지역의 평화협력체제 구축 ▲지구촌 평화와 번영에의 기여 등 3가지를 한미 공동비전과 목표로 제시했다.

특히 박 대통령은 '미래 아시아의 새 질서는 역내국가간 경제적 상호의존의 증대에도 불구하고 정치ㆍ안보협력은 뒤쳐진 소위 '아시아 패러독스' 현상을 어떻게 관리하느냐에 따라 결정될 것'이라며 '이러한 도전의 극복을 위한 비전으로 동북아평화협력구상을 추진하고자 한다'고 말했다.

박 대통령은 '여기에는 북한도 참여할 수 있을 것'이라며 '저는 동북아 지역에서의 새로운 협력 프로세스를 만들어나가는데 한미 양국이 함께 할 것으로 굳게 믿는다'며 미국의 협조를 요청했다.

이어 박 대통령은 '한반도의 평화와 통일기반 구축'과 관련해 '굳건한 한미 동맹을 토대로 한국경제의 튼튼한 펀더멘털과 한국 정부의 위기관리 역량이 지속되는 한 북한의 도발은 절대 성공할 수 없을 것'이라며 '한반도 평화정착과 통일기반 구축을 위해 한반도 신뢰프로세스를 견지해 나갈 것'이라고 밝혔다.

또 '그동안 북한이 도발로 위기를 조성하면 일정 기간 제재하다가 적당히 타협해 보상해 주는 잘못된 관행이 반복돼 왔다'며 '그러는 사이 북한의 핵개발 능력은 더욱 고도화되고 불확실성이 계속돼 왔다. 이제 그런 악순환의 고리를 끊어야 한다'고 강조했다.

박 대통령은 '북한 지도부는 확실히 깨달아야 한다'며 '국가의 안전을 보장하는 것은 핵무기가 아니라 바로 국민 삶의 증진과 국민의 행복이며, 북한은 국제사회의 책임있는 일원이 되는 방향으로 올바른 선택을 해야한다'고 북한의 선제적 변화를 압박했다.

이와 함께 박 대통령은 60주년을 맞은 한미 동맹과 관련, '소중한 한미동맹은 공동의 가치와 신뢰를 바탕으로 지구촌 곳곳에서 협력의 벽돌을 쌓아가고 있다'며 한미 FTA가 한미동맹을 경제를 포함한 포괄적 전략동맹으로 발전시키는 계기가 됐다고 평가했다.

박 대통령은 한미간 현안인 원자력협정 개정문제와 관련해 '앞으로 선진적이고 호혜적으로 한미 원자력협정이 개정된다면 양국의 원자력 산업에 큰 도움이 될 것'이라며 의회의 협조를 요청했으며, '저는 한반도 신뢰프로세스를 유지해 나가면서 DMZ(비무장지대) 내에 세계평화공원을 만들고 싶다'고 말했다.
