North Korea rejected South Korea's proposal to hold official talks to resolve the suspension of a joint industrial complex.

"Pyongyang will be the first to take tough action if the South insists on worsening the situation at the border town," the North's National Defense Commission said in a statement monitored in Seoul.

"The kind of ultimatum made by the South the day before will only lead to no good results."

The response came hours after the Ministry of Unification said it did not receive a reply to its proposal for dialogue.

Operations of the industrial complex in the North's border town of Kaesong came to a halt on April 9, when Pyongyang pulled out all of its 53,000 workers.

The ministry set a deadline for noon and warned it could take serious measures if the North did not make its position known on talks.

The current standoff marks the most serious challenge to the complex since it started operations in late 2004.

The shutdown comes as the North has ratcheted up its warlike rhetoric in recent months after detonating its third nuclear device on Feb. 12 and launching a long-range rocket late last year in defiance of warnings by the international community.

북한 국방위원회는 26일 우리 정부의 개성공단 실무회담 제의를 '우롱'이라고 비난하면서 '남조선 괴뢰패당이 계속 사태의 악화를 추구한다면 우리가 먼저 최종적이며 결정적인 중대조치를 취할 수도 있을 것'이라고 밝혔다.

    국방위원회 정책국 대변인은 이날 발표한 담화에서 '북남관계를 전쟁국면에 몰아 넣은 주범들이 기만적인 당국간 회담설이나 내돌리며 우리에게 최후통첩식 중대조치라는 것을 운운해 댄다면 그것은 최후 파멸만 촉진케 할 뿐'이라며 이같이 말했다고 조선중앙방송이 오후 2시 전했다.

    담화는 '개성공업지구에 남아 있는 인원들의 생명이 걱정된다면 남측으로 모든 인원을 전원철수하면 될 것'이라며 '철수와 관련하여 제기되는 신변안전보장대책을 포함한 모든 인도주의적 조치들은 우리의 유관기관들에서 책임적으로 취해주게 될 것'이라고 강조했다.

    담화는 이어 개성공단 통행차단조치와 관련해 김관진 국방부 장관의 인질구출작전 발언을 지적하면서 '개성공업지구가 임의의 시각에 전면전쟁 도발의 구실로 악용될 사실상의 인질로 전락된 것과 관련해 우리는 부득불 남측인원들의 신변안전보장을 위해 여기로 들어오는 인원들의 통행을 차단하고 공업지구의 기업활동을 잠정적으로 중단하는 조치를 취하게 됐다'고 설명했다.
