State English test gets more support

The government said Thursday a state-administrated English proficiency test will eventually become the official English exam in the Scholastic Aptitude Test (SAT) for university admission.

This is part of comprehensive steps to strengthen the competitiveness of the National English Proficiency Test (NEPT) which the government wants to foster to be on par with TOEIC (Test of English for International Communication) and TOEFL (Test of English as a Foreign Language).

“The state-administered English proficiency test is one of the most important English education programs pursued by this government,” Education Minister Lee Ju-ho said. “Our English education has been focused on raising grades. This test will help boost Koreans’ English proficiency.”

The Ministry of Education, Science and Technology said a number of universities will start using the test results in selecting freshmen from next year.

The ministry has conducted the test at some high schools since 2009 in a pilot program. Nearly 12,000 students at 80 high schools are scheduled to take the test later this month.

Before replacing the existing English segment in the SAT with the NEPT, the government will hold public hearings on the issue.

Second graders in middle schools for this year are expected to take the NEPT for college admission.

An exam for adults will make its debut next year after a pilot operation this year.

The upcoming exam will have four testing segments — listening, reading, speaking and writing.

“We have tried to depart from the conventional format of English exams that was focused on testing applicants’ grammatical knowledge and reading and comprehension,” the ministry said in a statement.

This is an Internet-based exam, meaning applicants have to visit a website to take the exam. Applicants will be placed in four different grades — A, B, C, and F (fail) — and the difficulty level of the test is a bit lower than the existing SAT one, the ministry said.

Microphones and keyboards will be installed in testing sites for speaking and writing tests. Senior high school students can apply for the test for up to two times with the freedom of choosing the better score for formal recognition.



영어능력시험 빠르면 2016학년도부터 수능영어 대체

고등학생 대상 국가영어능력평가시험이 듣기ㆍ읽기ㆍ말하기ㆍ쓰기 4개 영역에 대한 4등급 절대평가로 운영된다.

이 시험은 내년부터 일부대학 수시모집에 시범 활용되고, 빠르면 2016학년도 수능부터 외국어(영어) 영역을 대체한다.

교육과학기술부는 26일 서울고에서 '국가영어능력평가시험 및 영어과 교육과정 개정방향'에 대한 공개토론회를 열고 고교생용 국가영어능력평가시험의 평가기준과 예시문항 등 시행방안을 공개했다.

이번 안에 따르면 고교생용 국가영어능력평가(성인용은 1급)는 대학공부에 필요한 기초학술영어사용 능력을 평가하는 2급 시험과 일상생활에서 실질적으로 쓰이는 실용영어능력을 평가하는 3급 시험으로 구분된다.

인터넷으로 보는 시험은 읽기ㆍ듣기ㆍ말하기ㆍ쓰기 등 4개 영역을 절대평가 방식으로 평가하며 A,B,C(Pass), F(Fail) 등 4단계로 등급이 매겨진다. 시험 난이도는 수능 영어보다 조금 더 쉬운 수준이다.

말하기와 쓰기 영역은 수능과 달리 직접 영어로 말하거나 서술해 답해야 하며 고3 때 두 번 응시해 좋은 성적을 택할 수 있다.

이 시험은 일부 대학 학과에서 2012년에 치르는 2013학년도 수시모집부터 시범적으로 활용된다.

2009년부터 3년째 시범평가가 계속된 가운데 올해도 이달 26∼27일 전국 80개 고교 재학생 1만2천명을 대상으로 시범평가가 시행된다.

교과부는 2012년 하반기에 국가영어능력평가시험의 공신력 등에 대한 의견을 수렴해 수능 대체 여부를 확정한다. 수능 대체가 결정되면 현재 중학교 2학년이 수능을 보는 2015년 실시 2016학년도 대입부터 적용될 가능성이 크다.

국가영어능력평가시험 도입과 함께 초ㆍ중ㆍ고교 영어 교육과정도 의사소통 능력을 강조하는 쪽으로 개정돼 올해 8월 고시된다.

이에 따라 초등학교 3∼4학년군, 5∼6학년군, 중학교 1∼3학년군 등으로 초ㆍ중학교에 학년군이 도입된다.

고등학교에 기본-일반-심화과정이 도입되는 가운데 일반과정은 '영어과목군'과 '실용영어과목군'으로 구분되고 이는 각각 국가영어능력평가시험 2급, 3급과 연계된다. 수업을 못 따라가는 학생을 위한 '기초영어' 과목도 기본과정에 신설된다.

새 영어 교육과정은 중ㆍ고등학교의 경우 2013학년도부터, 초등학교는 2014학년도 3∼4학년부터 적용받는다.

성인이 산업현장에서 사용하기 위해 도입되는 국가영어능력평가시험 1급은 올해 추가 시범운영을 거쳐 내년부터 실시된다.
