Assembly panel votes to unseat sexist lawmaker

A young Harvard-educated lawmaker is on the verge of becoming the country’s first-ever legislator to be stripped of a National Assembly seat for an ethical breach.

On Monday the National Assembly Special Committee on Ethics passed a motion calling for the ousting of Rep. Kang Yong-seok for his lewd remarks about female TV announcers last year. Of 12 committee members, 11 voted for the removal of Kang. One vote was ruled invalid.

The approval of the motion will be forwarded to the Assembly for a final vote at a plenary session.

Some observers say fellow lawmakers may turn down the motion in a full parliamentary session, which could be held as early as June 1.

They note that quite a few legislators do not want the once-promising first-term lawmaker to walk away from the National Assembly in total disgrace for a slip of the tongue.

Others say anonymity which is guaranteed in a vote of the full session at the 299-member legislature would make legislators feel less wary of the public pressure in saving one of their peers.

Kang was found guilty of collectively defaming television announcers last week. He was handed a suspended prison term.

"A person who is excessively attacked for his remarks can deny them and defend himself. But if his defense involves false information, his accusations cannot be justified," the court said.

If the sentence is finalized at the Supreme Court, he will lose his legislative seat. According to South Korean law, a legislator loses parliamentary membership when he or she is sentenced to a jail term on criminal charges.

Former President Kim Young-sam has been the only lawmaker ousted from the National Assembly. Kim was unseated in 1979 under political oppression by the then authoritarian government.

Rep. Kang is accused of making sexist remarks about television announcers at a dinner with some 20 collegians who had participated in a speech contest hosted by the National Assembly.

In September last year, Kang was expelled from the ruling Grand National Party. He has since struggled in a criminal lawsuit on defamation charges filed by a group of female announcers.

강용석 국회 불명예 퇴출 1호 되나

국회 윤리특별위원회는 지난해 여대생 성희롱 발언으로 파문을 일으킨 강용석 의원에 대한 `제명' 징계안이 30일 통과시켰다.

윤리위는 이날 오후 전체회의에서 강 의원에 대한 제명안을 표결에 부쳤고 재적 의원 12명중 찬성 11명, 무효 1명으로 가결 처리해 국회 본회의로 넘겼다.

만약 이 징계안이 마지막 관문인 6월 국회 본회의까지 통과한다면 강 의원은 `윤리 문제'로 국회의원직을 박탈당하는 첫 의원이 된다.

헌정사상 국회의원에 대해 제명이 이뤄진 것은 김영삼 전 대통령이 신민당 총재 시절인 1979년 정치 탄압에 의해 의원직을 박탈당한 게 유일하다.

제명안은 이르면 내달 1일 개회하는 6월 임시국회 회기 중 처리될 수 있을 것으로 보인다.

강의원은 지난 주 1심 재판에서 성희롱 파문과 관련 징역 6월에 집행유예 1년을 선고 받은 상태이기도 하다.

금고형 이상의 범죄에 대해 공무원직을 박탈하는 국가공무원법에 따라 강 의원은 이 형이 확정되면 의원직을 잃게 된다

그러나 의원 징계안에 대한 국회 본회의 표결은 무기명 비밀투표로 실시되기 때문에 윤리위 결정대로 의결될지는 불투명하다는 전망도 있다.
