President Lee Myung-bak expressed hope Sunday that there will be some positive changes in North Korea this year, saying the South is always ready for dialogue.
He also reaffirmed that Seoul will respond sternly to any further provocations by Pyongyang, indicating that he would stick to the two-track policy of pursing inter-Korean talks to promote peace while countering belligerent acts by the North Korean military.
“We hope that North Korea will realize that this year is a good time to change itself and seize the opportunity to promote peace and co-prosperity on the Korean Peninsula,” Lee said after a two-hour hike with reporters to mark the third anniversary of his inauguration, which falls on Friday.
“Positive changes should occur there so that the North Korean people can ‘breathe.’ I’m determined to collaborate with the international community to help the North.”
The comments came amid growing worries that North Korea could attack the South again or attempt another nuclear and missile test as part of its brinkmanship tactics. Early this year, the two Koreas held two rounds of preliminary military talks at the request of the North, but they ended without reaching any agreement.
Pyongyang refused to accept Seoul’s demand that it first apologize for the two deadly attacks last year and take responsible measures to prevent the recurrence of such incidents to turn inter-Korean relations around.
“I never want North Korea to be ridiculed by the global community,” President Lee said, recalling a recent conversation with a foreign head of state about the North’s heir apparent Kim Jong-un, who became a four-star army general last year at the age of 27.
“I felt ashamed when the leader derided Kim’s promotion.”
Early this month, the conservative leader said he is willing to meet with North Korean leader Kim Jong-il if the North shows sincerity, but made it clear that he would not pursue an “unprincipled and demonstrative” inter-Korean summit.
“The bottom line is that the two Koreas should hold productive talks in a sincere manner to resolve pending issues. The summit should not be a one-time political event,” Lee said during a nationally-televised discussion with two panelists on Feb. 1.
Regarding controversial domestic issues of where an international science-business belt and a new airport should be constructed, Lee said the locations will be chosen by the end of June.
“The issues will be addressed within the first half of this year,” he said, adding a decision will be made in a legitimate and reasonable way.
Lee pledged to create the science-business belt in the central province of Chungcheong during presidential campaigns in 2007. But he recently said no final decision has been made regarding where the complex should be built, sparking outrage from the province.
The government also plans to set up an international airport in the southeastern part of the country, one of Lee’s campaign pledges.
There have been signs of a division in the Gyeongsang provinces, the home turf of the ruling Grand National Party (GNP), over where the airport should be located.
Miryang of South Gyeongsang Province and Gadeok Island in Busan have engaged in a fierce competition to be selected as the site of the airport.
Asked if he has any idea to resolve the disputes over a possible constitutional revision, the President declined to comment.
Lee has called for inter-party talks on rewriting the Constitution, but opposition parties as well as a GNP faction affiliated with Rep. Park Geun-hye, the leading candidate for the next presidency, have remained lukewarm on the proposal.
Later on Sunday, Lee and first lady Kim Yoon-ok had a dinner with members of the ruling party’s decision-making Supreme Council, including Chairman Ahn Sang-soo, as well as their wives and husbands at Cheong Wa Dae, presidential aides said.
李대통령 "금년이 좋은 시기"..北변화 촉구
이명박 대통령은 20일 남북관계에서 '투 트랙' 접근과 "금년이 좋은 시기"라는 메시지를 언급하며 북한의 진정성 있는 태도변화를 거듭 촉구했다.
이 대통령은 이날 청와대 출입기자들과 북악산 산행 후 오찬간담회에서 "국민은 어떤 도발이 있을 때는 강력히 대응하고, 한편으로는 남북이 평화를 얘기할 수 있는 투 트랙의 길을 바라고 있다고 본다"고 말했다.
국민이 바라고 있다는 간접 화법을 쓰긴 했지만 북한의 추가 도발에 대해서는 강력히 대응하면서도 이제 남북대화가 필요하다는 점을 강조한 것으로 보인다.
이는 지난 1일 신년 방송 좌담회에서 북한의 진정성 있는 태도변화를 전제로 "필요하면 정상회담도 할 수 있다"는 언급의 또 다른 표현으로 해석된다.
특히 "북한도 지금 변화하는 게 여러 면에서 좋은 기회다", "금년이 좋은 기회라고 메시지를 주고 싶다"며 변화의 타이밍을 강조했다.
이는 북측이 올해 우리가 요구하는 진정성 있는 태도변화를 보일 경우 대화재개를 통해 남북관계를 개선할 수 있음을 시사하는 것으로 보인다.
한편으로는 오는 25일로 취임 3주년을 맞는 현 정부도 남북관계 개선을 위한 시간이 넉넉지 않은 만큼 북측이 선제적으로 태도변화를 보일 필요가 있다는 점을 강조한 것으로 관측된다. 올해를 성과없이 넘기면 내년에는 대화의 동력을 찾기 더욱 어려워진다는 현실적 고민이 담긴 것으로 보인다.
그러나 남북대화에 앞서 북한의 진정한 태도변화가 필요하다는 기존 입장을 다시 확인했다.
이 대통령은 "적절히 형식적으로 지나가고 도발하면 수습하는 게 아니라, 진정한 남북대화를 통해서 대화를 유지하고 양국이 공동번영할 길이 없겠는가 하는 게 국민의 생각"이라며 천안함.연평도 사건을 분명히 짚고 넘어가겠다는 점을 우회적으로 표현했다.
정부는 남북관계 개선 조건으로 천안함 폭침과 연평도 포격도발에 대한 책임 있는 조치와 추가도발 방지 확약, 비핵화에 대한 진정성 확인 등 이른바 3대 조건을 내걸고 있다.
그러나 북측은 지난 9일 남북 군사실무회담에서 천안함 폭침 사건에 대해 "특대형 모략극"이라며 기존 입장을 되풀이해 회담이 결렬됐다.
이 대통령은 북한은 한민족이라며 "세계의 웃음거리가 되는 게 우리에게도 좋지 않다"고도 했다.
모 국가의 정상이 북한 후계자로 공식화된 김정은의 나이를 물어 26살이라고 답했는데, 그 대통령이 "나는 육사를 나왔고 별을 따는 데 수십 년이 걸렸는데 (김정은이) 어떻게 대장이 됐느냐"고 언급한 것으로 전하며 이같이 말했다.
이 대통령은 그러나 향후 정상회담에서 김정은이가 동석하면 어떻게 하느냐는 질문에는 "누굴 만나고, 그런 것까지는 너무 한(나간) 것이기 때문에.."라며 구체적 언급을 피했다.
여전히 살아있는 제3차 남북정상회담 시나리오를 염두에 둔 것으로 보인다. 김정은에 대한 구체적인 언급으로 우리 정부가 스스로 발목을 잡힐 필요는 없기 때문인듯하다.
김용현 동국대 북한학과 교수는 "이 대통령의 '투 트랙' 언급은 대화 필요성과 함께 정상회담에 대한 우회적 기대까지 담은 것으로 보인다"며 "북한이 변화면 우리 정부도 유연한 태도를 보일 수 있다는 메시지를 담은 것으로 풀이된다"고 말했다. (연합)
