The Cabinet has approved a bill that would allow people with minor mental conditions to be eligible for obtaining a driver’s license and other certificates, an official of the Ministry of Health and Welfare said Tuesday.
The revision bill, which still requires parliamentary approval, is aimed at giving mental patients more opportunities for rehabilitation and help those suffering from temporary or minor mental conditions to better adapt to normal life after receiving treatment, the official said.
The revision would also mandate hospitals to discharge patients who voluntarily decide not to receive medical treatment within 24 hours upon their request.
It would also allow for the hospitalization of foreign residents with mental illnesses who are at a risk of hurting themselves or others.
