State auditors confirmed Monday that the Ministry of Foreign Affairs and Trade bent its regulations and gave preferential treatment to the daughter of outgoing Minister Yu Myung-hwan, when it offered her the position of trade consultant.

The statement came one day after the Ministry of Public Administration and Security launched a full-scale scrutiny into the nepotism scandal involving the top diplomat, which was brought to the surface last week by news reports.

The auditors are also looking into whether seven other children of ranking diplomats were given any favors in the hiring process.

Cho Yoon-myung, chief auditor, told reporters, “The hiring process was unfair and apparently violated internal employment regulations.”

Yu’s 35-year-old daughter, Hyeon-seon, has been at the center of the controversy after she was hired by the ministry in July.

The auditor said that there was a clear difference in the scores the five members of the interview panel gave her, with the two from the ministry giving her a notably higher assessment.

“On top of giving her high scores, the foreign ministry officials also made comments favoring the daughter, saying the ministry preferred someone with previous experience there,” he said.

Yu’s daughter had worked at the ministry before as a contract employee.

Cho added the ministry knew that Yu’s daughter had applied.

Yu, who offered to resign last week to take responsibility for the scandal, virtually quit the job Monday, saying in a farewell speech, “I feel really sorry for causing concern to the ministry and my fellow workers.”

The scandal erupted at a time when President Lee Myung-bak has put greater emphasis on the “integrity” of high-ranking officials. He underscored the value of a “fair society” after Prime Minister-designate Kim Tae-ho and two other minister-nominees failed to pass their parliamentary confirmation hearings last month due to corruption and other unethical behavior.

The latest controversy has raised skepticism about the government’s roadmap to phase out a state-administered exam to select diplomats by 2013, instead fill vacant positions with experts from the private sector.



외교통상부가 특채 공모에 지원한 유명환 장관 딸이 합격할 수 있도록 노골적인 특혜를 제공한 사실이 확인됐다.

특별 인사감사를 벌인 행정안전부는 6일 감사 결과 발표를 통해 "외교부가 유 장관 딸이 특채에 응시한다는 사실을 사전에 알고 합격시키려고 관계 법령을 위반한 사실이 확인됐다"고 밝혔다.

행안부에 따르면 다섯 명의 면접위원 중 외부 위원 세 명은 다른 응시자에게 더 높은 점수를 줬지만, 면접에 참여한 한충희 인사기획관 등 외교부 간부 두 명은 유 장관 딸에게 만점에 가까운 점수를 몰아줬다.

사실상 차점자가 채용될 수 있었지만, 외교부 출신 면접관 때문에 합격자가 바뀌었다는 것이다.

심사 회의에서는 "실제 근무 경험이 중요하다"고 말하는 등 외교부에 근무한 적이 있는 유 장관 딸에게 유리한 쪽으로 심사를 유도하고 면접 위원을 구성하는 단계에서도 절차가 제대로 지켜지지 않은 사실이 드러났다.

보통 면접관 등 시험위원은 신규 인원을 요구하는 기관장이 결정하게 돼 있지만, 이번 특채 때는 한 기획관이 내부 결재 등 절차를 무시하고 마음대로 시험위원을 정했고 이후 직접 서류전형과 면접 등에 참여한 것이다.

시험 관리 면에서도 여러 문제점이 확인됐다.

'공무원임용자격 운영지침' 상 응시자격의 범위는 될 수 있으면 확대하게 돼 있지만, 이번 특채는 종전과 달리 자격 범위를 축소했다.

외교부는 과거 특채에서는 텝스에 토플까지 영어시험 성적으로 인정했지만, 이번 특채에서는 텝스만 인정했고 외국과의 법적 분쟁을 가리는 통상 전문가를 뽑는 시험인데 변호사 자격은 제외하는 대신 엉뚱하게 '석사 후 2년 경력자'를 추가했다.

행안부는 석사 출신에 텝스 시험 성적표가 있고 외교부에서 근무한 경력이 있는 유 장관의 딸을 위해 자격 요건을 맞춘 것으로 보고 있다.

또 영어 성적표를 준비하지 못한 유 장관 딸에게 시간을 벌어주고자 대개 시험공고 후 10~15일 이내에 끝내는 것이 일반적인 원서접수를 재공고가 난 후 26일이 지나서야 마감한 것으로 확인됐다.

행안부는 유 장관 딸에게 특혜를 준 한 기획관 등 외교부 인사 담당자에 대해 관계 법령에 따라 감사 평가 위원회와 징계위원회 등을 거쳐 엄중하게 책임을 물을 방침이라고 밝혔다.

행안부는 한 기획관 외에 다른 외교부 고위 간부가 개입됐는지는 확인하지 못했다고 설명했다.

다른 외교관 자녀에 대해서는 계속 조사를 진행해 채용 과정에서 특혜가 있었는지를 명확하게 가려낼 방침이다.
