A man was killed and another injured in an explosion of a North Korean mine that that appears to have drifted southward after being swept into a border river by heavy rains, military officials said Sunday.

A man was killed and another injured in an explosion of a North Korean mine that that appears to have drifted southward after being swept into a border river by heavy rains, military officials said Sunday.

The explosion occurred around 11:20 p.m. Saturday in a restricted border area in Yeoncheon, some 60 kilometers northeast of Seoul.

A 48-year-old man, identified only by his surname Han, died at the scene, while a 25-year-old man with the last name Kim was taken to a hospital with injuries.

Kim is not in critical condition, but his arm was badly injured by shrapnel and his face was scarred by burns.

Soldiers and police said Saturday that they have retrieved 33 wooden boxes containing mines since the launch of a joint search Friday along the streams connected to the Imjin River, running through the country’s heavily fortified border with the communist North.

An official at the Joint Chiefs of Staff said the landmines appear to have washed up on the riverside after drifting down from the North.

“We assume that the wooden-boxed landmines buried or in reserve on the North Korean side have drifted southward amid heavy downpours,” the official said, requesting anonymity due to the sensitivity of the issue.

Heavy rain has hit the northern part of the Korean Peninsula in recent weeks, swelling water levels. The North has discharged water from dams north of the river flowing into South Korea.

Last September six South Korean campers died when North Korea suddenly discharged dam water and created a flash flood.

Some observers say a thorough investigation should be carried out into the incident as the North might have intentionally discharged the mines in retaliation to the South Korea’s recent joint military exercise with the United States.

Tensions have been high along the border since the South accused the North of torpedoing one of its warships on March 26, killing 46 of the South Korean sailors onboard in the West Sea.



목함지뢰 폭발..1명 사망

31일 임진강 상류 민통선지역에서 폭발사고가 발생, 1명이 숨지고 1명이 중상을 입었다.

이날 오후 11시20분께 경기도 연천군 백학면 전동리 민간인출입통제선(민통선) 안에서 목함지뢰 1발이 터졌다.

이 사고로 주민 한모(48)씨가 그 자리에서 숨지고 김모(25)씨가 얼굴 화상과 팔에 파편이 박히는 등 중상을 입어 병원으로 옮겨져 치료를 받고 있다.

경찰에 따르면 이들은 이날 초소를 우회해 민통선 안 임진강으로 들어가 낚시를 즐긴 뒤 귀가하던 중 갈대밭에서 목함지뢰를 주워 가지고 나오다 변을 당했다.

사고 당시 한씨는 폭발물을 들고 나오고 김씨는 5~6m 뒤에서 따라간 것으로 조사됐다.

김씨는 사고 뒤 아버지에게 폭발물에 대해 '나무상자로 된 지뢰'라고 말한 것으로 전해졌다.

경찰과 군당국은 김씨의 진술을 토대로 현장에서 파편을 수거해 조사, 폭발물이 목함지뢰임을 확인했다.

경찰과 군당국은 김씨와 목격자를 상대로 정확한 사고내용과 일몰 후 출입이 금지된 지역에서 낚시를 하게 된 경위 등을 조사하고 있다.

앞서 30일 오후 6시30분께 강화군 서도면 주문도에서 목함지뢰 1발이 발견돼 군ㆍ경 합동으로 수색작업을 벌인 결과 주변 섬 해안에서 모두 11발이 발견됐으며 군(軍)은 이 가운데 지뢰가 들어있던 8발을 폭발 처리했다.

목함지뢰는 가로 20㎝, 세로 9㎝, 높이 4㎝의 나무 상자로 돼 있으며 상자를 열면 폭발하도록 장치돼 있는 것으로 알려졌다.

군(軍)은 인천 강화도에 이어 임진강 상류 민통선 안쪽에서도 목함지뢰가 발견됨에 따라 한강과 임진강, 사미천 등 북한과 연결된 하천 주변에서 대대적인 수색작업을 진행하고 있다.

군 관계자는 "최근 북한지역에 많은 비가 내리며 북측에 매설된 목함지뢰가 상당수 떠내려온 것으로 보인다"며 "북한과 이어진 10여 곳 하천에서 지뢰탐지기 등 장비와 인력을 최대한 동원해 대대적인 수색작업을 벌이고 있다"고 밝혔다.
