Pyongyang ready to resume six-party talks

North Korea is ready to rejoin the six-party negotiations on its denuclearization, its state-run media said Saturday.

But a senior government official in Seoul stressed Sunday that the talks will remain stalled until Pyongyang apologizes for the March sinking of a South Korean warship, and proves its true willingness to denuclearize the Korean Peninsula.

The North's announcement came after a U.N. Security Council presidential statement released Friday did not directly blame the North for the sinking of the South Korean frigate Cheonan on March 26 in the West Sea, in which 46 sailors were killed.

In the statement, the UNSC condemned the attack and called for resuming direct dialogue to settle issues on the Korean Peninsula. But it fell short of laying blame on North Korea amid fierce opposition from China, the North's last major ally.

"We take note of the presidential statement saying that 'the Security Council encourages the settlement of outstanding issues on the Korean Peninsula by peaceful means to resume direct dialogue and negotiation through appropriate channels,'" the North's Korean Central News Agency quoted an unnamed foreign ministry spokesman as saying.

The spokesman added, "The Cheonan case should have been settled between the North and the South without referring it to the U.N."

A six-party agreement signed in 2005 by the two Koreas, the U.S., China, Japan and Russia calls for a peace treaty on the Korean Peninsula to replace the armistice, in addition to the North's denuclearization, in exchange for economic aid and diplomatic recognition by Washington.

"The DPRK (North Korea) will make consistent efforts for the conclusion of a peace treaty and denuclearization through the six-party talks conducted on an equal footing," the official said.

But the spokesman also warned that if "hostile forces" continue to provoke the North despite the U.N. call for peaceful dialogue, they will be met with "strong physical retaliation" and escalation of the conflict.

Despite this, Pyongyang's reaction to the presidential statement, in light of its repeated warnings of military retaliation against such a measure, is being seen as relatively muted.

Seoul's foreign ministry urged Pyongyang to prove its commitment to denuclearization as the first step toward establishing a peace regime on the peninsula.

"North Korea, above all, must clearly show its will toward denuclearization," spokesman Kim Young-sun told reporters.

Seoul will consult closely with the other four members of the talks and watch North Korea closely as Pyongyang decides on the future path of the denuclearization process, Kim said.

Washington, meanwhile, refrained from responding to the North's offer to resume the talks.

"At this point, we want to let North Korea absorb the fact that the international community has condemned the Cheonan incident," State Department spokesman Mark Toner told reporters.

北, 6자 회담 재개 가능

정부 고위당국자는 11일 북한 외무성 대변인이 6자회담을 통해 평화협정과 비핵화를 위한 노력을 기울이겠다고 밝힌데 대해 "북한은 먼저 천안함 사건에 대해 사과 또는 잘못을 인정하고 비핵화에 대한 의지를 보여야 6자 회담 재개가 가능하다"고 밝혔다.

이 당국자는 이날 기자들과 오찬간담회를 가진 자리에서 "최소한 짚고 넘어갈 건 짚고 넘어가야 하며, 회담을 재개하려면 진정성과 신뢰성이 중요하다"면서 이같이 말했다.

이 당국자는 이어 북한의 사과 방식에 대해 "우리가 이런 건 되고 저런 건 안된다고 정할 수는 없다"며 "이는 의지의 문제이며 (사과)할 생각이 있다면 어떤 방식으로든 할 수 있을 것"이라고 강조했다.

안보리 대응조치 이후의 한반도 정세와 관련, 이 당국자는 "동북아에 이해관계를 가진 모든 나라가 천안함 사태에서 벗어나 정상적 상황으로 가는 게 중요하다"며 "관련국들에게 국면전환할 기회가 제공됐으며 북한도 이 기회를 잘 활용해야 한다"고 지적했다.

그는 특히 "북한도 퇴로를 찾고 있는 것 같다"며 "북한이 외무성 대변인을 통해 6자회담을 언급하고 유엔군사령부의 북미 장성급 회담 제안에 대해 대령급 사전 접촉을 갖자고 제의해온 것은 그런 맥락으로 보인다"고 설명했다.

그는 "북한을 자꾸 몰아치는 것 보다는 긴장을 완화시키고 중국 등 다른 나라와도 서로 풀 것이 있으면 풀고 전반적인 상황을 연착륙하는 방향으로 끌고가야 한다고 본다"고 밝혔다.

그는 또 "지금은 더 큰 싸움을 벌이고 확전할 상황은 아니며 근본적으로 상황을 안정시켜야할 시점"이라며 "다만 어떤 수순을 거쳐서 정상화하느냐를 놓고는 국가마다 이견이 있을 수 있어 변수가 될 것"이라고 말했다.

이 당국자는 정부가 그동안 견지해온 '선 천안함 대응, 후 6자회담 재개' 방침에 대해 "천안함 대응의 가장 중요한 내용은 끝났다고 봐야 한다"며 "이제 북한이 답할 차례이며 북한에게 공이 넘어가 있다"고 강조했다.
