Koreans invest an enormous amount of time and money to learn English, but all seems to be in vain when it comes to speaking.

They have posted higher scores in the Test of English as a Foreign Language (TOEFL) over the last four years, but those for the speaking section continue to remain poor.

Koreans ranked 71st out of 157 countries, with an average of 81 points on the Internet-based Test (iBT) in 2009, up from 72 points in 2006, 77 in 2007 and 78 in 2008, the Lee Ik-hoon Language Institute said, citing the 2009 grade report from the Educational Testing Service (ETS), the operator of the test.

However, despite the improvement in the overall score, Koreans were at the bottom in the speaking section. They posted an average speaking score of 19 points, below the world average of 19.7, and ranked 121st.

"Koreans stayed at the bottom along with Vietnam and Japan," said Kim Sun-sook of the institute. "Korea needs to systemize English speaking in public education courses."

Vietnam averaged 17 points in the speaking test, and Japan, 16.

Korea, however, scored 21 in reading, 20 in listening and 21 in writing, all above the international averages of 19.9, 19.4 and 20.5, respectively.

Making its debut in the United States in 2005, the iBT is comprised of reading, listening, writing and speaking sections, and each part is worth 30 points.

The iBT was introduced to Korea in 2006 and Korea's standing in TOEFL grades has shown no marked improvement.

Koreans scored 218 out of 300 in the previous Computer Based Test (CBT) placing it 77th in 2005, but in the first year of iBT, they fell to 111th.

The Netherlands averaged the highest with 101, followed by Denmark with 100 and Luxembourg with 99.

Among Asian countries, Singapore topped the list with an average of 99, followed by India (90) and the Philippines and Malaysia (88).

Other Asian countries that scored lower than Korea included China (76), Taiwan (74) and Japan (67).

한국 TOEFL 말하기 성적 부진

이 어학원의 김선숙 원장은 “한국인은 베트남과 일본과 함께 바각권에 머물러 있었다”며 “공교육에서 영어 말하기 교육을 조직적으로 할 필요가 있다”고 밝혔다.
말하기에서 베트남은 평균 17점을 받았고 일본은 16점을 받았다.
그러나 한국은 일기에서 21점, 듣기에서 20점 그리고 쓰기에서 21점을 받아 모두 세계 평균 (19.9, 19.4, 20.5)을 상회했다.
한국인은 영어를 배우기 위해 엄청난 돈과 시간을 쓰지만 말하기에 관한 한 쓸모가 없는 듯하다.

이들은 지난 4년 동안 영어능력평가 시험 토플에서 높은 성적을 받았으나 말하기 시험에서는 아직 저조했다.

영어전문학원 이익훈어학원은 토플 시험을 주관하는 미국교육평가원(ETS)의 2009년 성적 자료 인용, 한국 응시자의 iBT(internet-Based Toefl) 성적이 120점 만점에 평균 81점으로 2006년 72 점보다 9점을 더 받아 157개국 중 71위를 차지했다고 말했다.
2008년도에는 78 점이었고 2007년에는 77점이었다.

그러나 전반적인 상승에도 불구하고 한국 사람들은 말하기 영역에서는 바닥권이었다. 이들은 평균 19점으로 세계 평균 19.7점보다 낮아 121위를 차지했다.

2005년 미국에서 처음 도입된 인터넷상의 토플시험에는 읽기와 듣기, 쓰기 그리고 말하기 4개 부분으로 되어 있다.

한국에는 2006년에 도입됐으나 토플 성적이 눈에 띄게 개선되지 않았다.
한국인은 2005년 이전의 컴퓨터 테스트(CBT)에서는 300점 만점에서 218점을 받아 77위였으나 iBT 첫해에 111위로 떨어졌다.

작년 네델란드가 101점으로 세계 최고 점을 받았고 뒤 이어 덴마크가 100점으로 2등 룩셈부르그가 99점으로 3위를 차지 했다.
