Foreigners who have committed sex crimes will not be allowed to enter Korea.

Under a new regulation, foreign residents that commit sex crimes here will be deported and permanently denied entry into Korea.

Immigration officers will also deport foreign nationals who are found to have committed a sex crime in their home country or a third country.

According to the National Police Agency, cases of rape committed by foreign nationals rose by 11 percent in 2009 from a year ago.

The entry restrictions on sex criminals were established because such criminals have the tendency to repeat their crimes, the Ministry of Justice said.

"The number of sex crimes by foreigners has been on the rise," a ministry official said.

"We have had incidences of foreigners with records of previous sex crimes attempting to illegally re-enter the country following deportation.''

Foreigners convicted of such crimes were previously subject to deportation, but could re-enter the country after a five-year waiting period.

Since the regulations came into effect last month, two foreign residents confirmed to have committed sex offenses in the past were deported and permanently banned from entering the country again, according to officials.

Over 1.1 million foreigners are currently residing in Korea.

성폭력 외국인 영구 입국금지

성폭력 범죄 전력이 있는 외국인은 한국에 들어올 수 없다. 이미 국내 체류중이라도 성폭력 범죄 사실이 드러날 경우 강제추방된다.

법무부는 성폭력 범죄를 저지른 외국인을 강제 퇴거하고 영구적으로 입국을 규제하는 내용의 '입국규제 업무처리 등에 관한 지침'을 지난달 개정, 시행중이라고 21일 밝혔다.

법무부에 따르면 개정 지침은 국내에 거주하는 외국인 가운데 자국, 또는 제3국 등에서 성범죄를 저지른 사실이 뒤늦게 밝혀졌거나, 국내에서 성폭행을 한 체류자는 곧바로 강제 출국, 영원히 한국으로 돌아올 수 없도록 하고 있다. 새로 한국에 들어오려는 외국인들도 입국 심사나 비자 발급 과정에서 과거 성폭력 범죄 전과가 확인되면 마찬가지로 입국할 수 없다.

법무부는 이 조치 시행 1개월 만에 성폭력 전과가 확인된 외국인 2명이 우리나라에서 영구 퇴출됐다고 전했다.

종전에는 범죄 등의 이유로 강제 퇴거 명령을 받은 외국인의 입국 제한을 출국 날짜로부터 5년 이내로 하되 필요한 경우 재심을 통해 연장할 수 있었다. 이번 개정 지침은 성폭력 범죄자에 한해 평생 입국을 금지한 것이다. 유독 외국인들의 성범죄가 갈수록 늘어나고 재범 위험성도 높다는 판단에 따른 것이다.

현재 국내에는 110만 명 이상의 외국인이 거주하고 있다.
