Carnegie Mellon Got Ex-President’s Recommendation Letter

This is the second in a series of articles on the methods Korean students use to gain admission to universities in the United States.

Carnegie Mellon University received a recommendation written on presidential stationary and signed by former President Kim Young-sam for a Korean student applying to the Pittsburg-based private school for its 2008 semester.

That recommendation caught a source working in the school's admissions office by surprise ― so much so that he still remembers the incident.

However, when The Korea Times attempted to verify the authenticity of the recommendation letter, aides to the former head of state said, "Neither former President Kim nor his office has ever made such a recommendation for anybody."

"I am wondering why students want a recommendation from the former head of state, not from the incumbent," the aide told The Korea Times.

The revelation comes at a time when Korean police are investigating university admission irregularities in Seoul on tips that some students forge their application materials in order to gain admissions into universities under the newly adopted admissions officer system.

In addition, the source from the prestigious university said a number of foreign language high school students together sent application documents in a package and all of them had recorded a grade point average (GPA) of 4.0.

"I have heard that foreign language high schools exaggerate the GPAs of their students, but I didn't know it was to that extent," he added.

A guidance teacher at a foreign language school in Seoul said, "Currently, we rank students in grade 1 through 9 with academic scores, so fabrication of the GPA is impossible."

Korea has about 30 foreign language high schools and some 500 from the schools annually enroll at overseas universities. Among them, Daewon Foreign Language High School in Seoul and Hankuk Foreign Academy of Foreign Studies in Gyeonggi Province send about 100 students each to colleges abroad.

Some foreign parents of students at the schools are voicing concerns over the education fever of Korean parents.

"Some Korean mothers buy school homework on behalf of their children from private institutes for better academic scores, causing complaints from foreign parents," said an official of the Seoul Foreign School, the largest of the kind in Seoul.

Some U.S. universities say they are aware of this circumstance in Korea and admit it is impossible for any college or university to know the level of support an applicant has received in their college application process. However, they have not investigated admission scams using forged SAT scores and portfolios.

Some experts say U.S. arts schools have loopholes in their recruitment systems in coping with admission irregularities. "In Europe, university applicants communicate numerous times about their art work with professors at the universities they apply to," an arts expert here said.

"It is difficult to select promising students based only on portfolios as they do in the U.S.," he added.

Baik Myung-gi, an arts professor at Seoul National University, said many parents here do whatever they can to help their children gain admission. "However, those who are admitted to overseas universities through irregular means will have a lot of difficulty adapting themselves to the schools."

Meanwhile, in response to reports by The Korea Times on admission methods involving Korean students, Teresa Thomas, a media relations official at Carnegie Mellon University, said, "If we have any evidence whatsoever that a student falsified information in order to gain admission, this would be a clear violation of our community standards and grounds for disciplinary action, up to and including expulsion."

국내에서 입학사정관 전형에서 조작된 서류가 사용되었다는 제보로 경찰의 수사가 진행되고 있는 가운데 입학사정관제의 원조라고 불리는 미국에서는 한국의 전직 대통령 추천서까지 입시에 사용된 것으로 드러났다.

미국 동부의 유명 사립대에서 입학 업무에 관여했던 한 관계자는 2008학년도 입시에서 "김영삼 (전) 대통령의 싸인과 청와대 봉황마크가 있는 추천서를 받아서 정리했다" 고 밝혔다.

김영삼 전 대통령의 비서관은 이와 관련 "현직 대통령도 아닌데 청와대 봉황마크를 사용하겠냐?" 며 "누가 전직 대통령의 추천을 받겠냐고?" 반문했다.

또 이 학교 관계자는 당시 한번에 30명 정도의 외고 학생들이 동시에 지원했는데 30명 모두 성적이 4.0 (A학점) 이상이었다며, "외고의 성적 뻥튀기가 있다는 이야기는 들었지만 이 정도 일 줄은 몰랐다" 고 말했다.

이와 관련해 외고의 한 국제반 진학부장은 지금은 내신성적을 1-9등급으로 나누고 있기 때문에 고의적으로 성적을 조작하는 것은 있을 수 없다고 말했다.

이처럼 자녀를 미국대학에 합격시키기 위한 한국 학부모들의 교육열 때문에 피해를 보는 외국인들도 있다. 서울의 가장 큰 서울외국인 학교의 한 관계자는 한국 학부모들이 내신 성적을 잘 받기 위해 미술 작품 등 학교 과제를 외부 전문 업체에 의뢰하는 경우가 많아 "외국인 학부모들로부터 원성을 사고 있다" 고 말했다.

몇몇 미국 대학들은 "한국의 이런 분위기를 알고 있다"고 말하면서도 소위 학부모와 학원 등이 '만들어주는' SAT 점수와 포트폴리오를 이용해 부정 입학한 학생들에 대해서는 아직 아무런 조사도 하지 않고 있다.

일부에서는 편법으로 미술대학으로 진학하는 학생들에 대해 미 대학의 선발방법에 문제가 있다고 지적한다. 유럽에서 학위를 딴 미술전문가는 "유럽에서는 입학 전부터 학생이 담당교수와 본인의 작품을 가지고 많은 대화를 나눈다" 며 "미국대학처럼 그런 일련의 과정 없이 포트폴리오만 가지고 학생을 뽑는 것 에는 한계가 많다" 고 말했다.

서울대 시각디자인 학과의 백명진 교수는 "우리 사회에서는 목적 달성을 위해서라면 상상할 수 없을 만한 일들이 일어나고 있다" 며 "부정한 방법으로 입학한 학생들이 해외 대학에서 적응하기란 매우 힘들 것" 이라고 경고했다.

한편, 이번 부정 입시의혹과 관련, 카네기 멜론 대학은 "부정입학생들에 대해서 모르고 있었다" 며 위조된 문서를 가지고 "입학한 학생이 발견된다면 퇴학조치도 불사할 것"이라고 말했다.
