P-3C Orion aircraft

The planned delivery of eight refurbished U.S. P-3C maritime patrol aircraft to the South Korean Navy has been delayed again, due to U.S. export restrictions on key electronic warfare equipment, according to the nation's arms acquisition agency, Sunday.

The P-3CK program, initiated in 2005, has already seen a delay of nearly one year and a half due to integration and redesign problems in the process of refitting the older planes, which had been put to service in the 1960s.

The first stage of delivery had originally been scheduled for 2008 and the final delivery for 2010.
As a result, the Defense Acquisition Program Administration (DAPA) recently decided to first deliver
P-3CK aircraft without electronic support measures (ESM) and surveillance system to the Navy and equip the aircraft with the electronics after receiving the related U.S. export license.

"The U.S. government raised the issue of the export license for the ESM system in July last year, citing technology protection of some equipment related to electromagnetic waves," a DAPA official told The Korea Times, requesting not to be identified.

The United States is developing measures to protect the technology and U.S. procurement officials recently hinted that the export control would be lifted soon for South Korea, the official said, adding that no official U.S. response has arrived yet.

L-3 Communications Integrated Systems (L-3 IS) of the United States is responsible for securing the export license, he said.

In April 2005, L-3 IS was awarded a $300 million contract to provide system modernization and a service life extension for eight P-3 Orion maritime patrol and surveillance aircraft. The total value of the P-3CK program is estimated at $550 million.

The U.S. firm, which beat out P-3 Orion developer Lockheed Martin in the P-3CK competition, is in charge of reconfiguring the first two of the older P-3B variants to put them on par with the U.S. Navy's P-3C Update III aircraft by equipping them with up-to-date sensors and electronics.

Korea Aerospace Industries (KAI), the main contractor, is responsible for remodeling the remaining aircraft.

The first P-3CK built by the American company will be handed over to the Navy this week for tests, according to DAPA and Navy officials. Three other aircraft will be delivered in coming months, and KAI is trying hard to deliver the remainder by June, the officials said.

But Navy officials are complaining about the absence of the ESM system.

"The ESM system is the key element of the P-3CK upgrades. Simply put, Navy pilots will not be able to perform missions properly before getting the system," a Navy spokesman said. "It's regretful that the P-3CK delivery has been delayed for about one-and-a-half years from the schedule and now the aircraft are arriving without key electronic sensor systems."

The EOD Corporation was selected by L-3 IS to provide its ALR-95 tactical radar ESM and surveillance system for the P-3CK.

The ALR-95 is a state-of-the-art maritime patrol system that enhances the maritime patrol aircraft's survivability by detecting, indentifying and locating hostile radar signals early. With this information, the aircrew is able to react to threats efficiently.

Key P-3CK upgrades include electro-optical/infrared sensors, high-definition turrets, tactical sights, plasma displays and laser designators for air, land and sea applications.

L-3 has been in a legal dispute with Lockheed Martin over the use of proprietary data to refurbish P-3 aircraft for South Korea, which has hampered the delivery of the patrol aircraft.

Last year, Lockheed won a $30 million jury verdict against L-3. Following weeks of court proceedings in Atlanta, the jury found that L-3 had misused Lockheed's data.

Lockheed won the right to a permanent injunction barring L-3 from improper use of P-3 data in the future, but L-3 argued the data at issue were readily available through legal means for many years, and filed an appeal.



해군 P-3CK 초계기 美 전자장비 수출승인 못받아

한국 해군에 인도될 예정인 8대의 미 P-3C 초계기가 미국의 핵심 전자전 장비에 대한 수출허가가 나지 않아 지연되어 온 것으로 확인됐다.

2005년에 시작된 P-3CK 사업은 이미 1960년대 사용되어온 P-3동체를 개조, 개량하는 과정에서 문제가 발생, 최근까지 약 1년 반 동안 첫 인도가 지연되어오고 있는 실정이다.

당초 P-3CK의 첫 인도는 2008년에 시작되어 2010년 완료될 예정이었다.

방사청 관계자에 따르면 차선책으로 미국의 전자지원 및 감시 장비 (ESM)를 탑재하지 않은 채 우선 해군에 인도하고 이후에 관련 장비를 부착하기로 결정했다.

한 방사청 관계자는 "미국이 지난 7월경 전자파와 관련한 일부 장비의 기술통제 문제를 들며 ESM장비에 대한 한국 수출허가 문제를 제기했다"고 밝혔다.

그는 미국 측은 관련 기술을 보호하는 방안을 연구 중이며 최근 미측 관계자들이 한국 수출허가 문제를 단시일 내에 해결할 것이라는 구두 메시지를 전달 받았지만 아직 공식적인 답변이 온 상태는 아니라고 전했다.

미국의 L-3사는 미국의 수출 승인에 대한 책임이 있다. L-3사는 지난 2005년 4월 한국항공우주산업 (KAI)과 3억 달러 계약을 맺고 P-3 노후 기체의 성능개량 및 수명 연장 작업을 시작했다.

당시 L-3사는 P-3개발업체인 록히드마틴사를 제치고 계약을 수주했다. L-3는 P-3에 최신 센서와 전자전 장비를 탑재해 P-3C업데이트 3버전에 버금가도록 성능개량하고, 1, 2기를 납품하는 역할을 맡았다. KAI측은 이전된 기술을 이용, 나머지 기체를 납품하게 된다.

이번주에 1호기가 해군에 시험비행을 위해 인도될 예정이며 나머지 기체도 순차적으로 인도될 예정이다. KAI관계자는 올 6월까지 최대한 최종 인도를 하기 위해 노력한다는 입장이다.

하지만 해군 측은 ESM시스템이 없는 기체 인도에 대해 불편한 심기를 드러냈다.

한 해군 관계자는 "ESM장비는 P-3CK성능개량의 핵심이라는 점을 감안한다면 당분간은 P-3CK의 전력화가 어렵다는 얘기"라고 말했다.

그는 "P-3CK사업이 계속 지연되어 왔으며 이제는 핵심 전자전 장비 없이 기체가 인도되는 것이 유감스러울 뿐"이라고 말했다.

P-3CK에 대한 ESM장비는 미국의 EOD사가 납품하도록 되어 있다. EOD사는 ALR-95 전술 레이더 ESM/감시 장비를 납품한다.

ALR-95는 최신 해상 감시 시스템으로써 적군의 레이더 시그널을 조기에 감지, 식별 및 위치파악 등을 가능하게 함으로써 생존성을 높이는데 큰 역할을 하는 것으로 알려져 있다.

P-3CK의 주요 성능개량으로는 전자광학, 적외선 센서, 고화질 조준경, 플라즈마 디스플레이, 레이저 육.해.공 목표식별기 등이 있다.

한편 L-3사는 록히드마틴사와 P-3에 대한 지적재산권 문제로 법률 분쟁 중이며 P-3CK의 인도를 지연시키는 한 원인이 되어왔다.
