U.S. President Barack Obama announced Thursday he would send U.S. envoy Stephen Bosworth to North Korea for direct talks on December 8, naming a date for the mission for the first time.

"We will be sending Ambassador Bosworth to North Korea on December 8 to engage in direct talks with the North Koreans," he was quoted as telling reporters after talks with South Korean President Lee Myung-bak.

Bosworth's mission is to bring the North back to the six-party nuclear disarmament talks which it quit in April, a month before staging a second atomic weapons test.
The North's nuclear ambitions were the key topic during Obama's visit to Seoul, the fourth and last stop on his debut Asian tour.

North Korean leader Kim Jong-il said last month his country is ready to return to the six-nation talks but only if the bilateral discussions with the United States are satisfactory.

The six-nation talks group the two Koreas, the United States, China, Russia and Japan and began more than six years ago.

Obama condemned what he called a pattern in which the North behaves provocatively for a while, returns to talks and then walks out again when it fails to secure further concessions.

"The door is open to resolving these issues peacefully, for North Korea to see over time the reduction of sanctions and its increasing integration into the international community," Obama said.

"But it will only happen if North Korea is taking serious steps around the nuclear issue. We will not be distracted by a whole host of other side efforts."
Lee held out hope for eventual denuclearization of the North despite "long and tough" negotiations.

"I have a conviction that it will be achieved eventually," he said, adding that Obama shares this view.

보스워스 내달 8일 북한 방문

미국의 버락 오바마 대통령은 스티븐 보스워스 대사가 다음 달 8일 직접협상을 위해 북한을 방문할 것이라고 처음으로 밝혔다.

오바마 대통령은 이명박 대통령과 정상회담을 가진 뒤 열린 기자회견에서 ``북한과의 직접협상을 위해 보스워스 대사를 8일 북한에 보낸다''고 발표했다.

보스워스 대사의 임무는 두 번째 핵실험을 감행한 지난 4월 6자회담에서 탈퇴한 북한을 다시 끌어들이는 것이다. 북한의 핵무기 야심은 오바마 대통령의 아시아 순방 중 네번째 겸 마지막 여행지인 서울에서 열리는 한미정상 회담의 핵심 주제이다.

북한의 김정일은 미국과의 양자 회담이 만족스러울 경우에만 6자회담에 복귀할 준비가 돼 있다고 지난 달 밝힌 바 있다.

6자회담에는 남북한, 미국, 중국, 러시아, 일본 등이 참가하는데, 6년 전에 구성됐다.

오바마 대통령은 북한이 한동안 호전적으로 행동하다가 회담에 복귀한 뒤 추가적인 양보를 얻지 못할 경우 이탈하는 패턴을 비난했다.

오바마 대통령은 ``북한이 시간을 두고 제재 완화와 국제사회로의 편입 등 평화적으로 이들 문제를 해결한 문은 열려 있다''고 말했다.

그는 ``그러나 북한이 핵문제와 관련해 의미있는 조치를 취할 경우에만 이러한 일이 일어날 것이다. 다른 부수적인 노력으로 우리의 관심이 돌려지는 일은 없을 것''이라고 덧붙였다.

이 대통령은 `길고 어려운' 협상에도 불구하고 북한의 궁극적인 비핵화에 대한 희망을 피력했다.

그는 ``이러한 희망이 결국 성취될 것으로 믿고 있다''면서 ``오바마 대통령도 이러한 견해를 같이 하고 있다''고 말했다.
