The government is moving to tighten its control of broadcasters through increased regulation of content.

The Korea Communications Standards Commission (KCSC) said Friday that it will introduce guidelines to monitor programs on major television networks and cable channels.

The move comes as the watchdog has seen an increase in the number of programs that produce ``biased'' reports on political and social issues, a KSC official said.

``The final guidelines will come in November,'' the official said.

It also plans to take stern action against programs with excessively suggestive and violent contents and monitor major portals and peer-to-peer sites over illegal uploading and downloading of copyrighted content.

But the watchdog did not provide any details on the move, triggering criticism that the regulator is seeking to use its power arbitrarily.
