Veteran auditor Kim may head FSS

Kim Jo-won, a veteran state auditor, may be appointed as the new governor of the Financial Supervisory Service (FSS).

A number of news outlets have reported since last week that Cheong Wa Dae has almost completed its ethics and personnel evaluation of Kim.

They added that President Moon Jae-in is highly likely to appoint Kim as the FSS chief next week.

After considering candidate options presented by the chairman of the Financial Services Commission (FSC), the President names his FSS chief.

Unlike the FSC chairman, the FSS chief does not have to go through a confirmation hearing as it is a quasi-sovereign agency. Both the FSC and the FSS are financial regulators, with the former being a regulatory policymaking body and the latter an enforcement agency.

"Cheong Wa Dae has not given us a heads up regarding the possibility of Kim's appointment," an FSS spokesman said.

However, the regulator and the financial industry are said to be shaken up by the news.

Kim has no financial background. He mostly spent his entire career at the Board of Audit and Inspection of Korea (BAI) after passing the state exam in 1978.

He was the BAI secretary-general in 2006, after serving as former President Roh Moo-hyun's secretary for public discipline.

To this end, sources say Kim, as an "outsider," may be coming to assist the President and the FSC to reform and root out corruption.

The President has mentioned numerous times via interviews and books that to reform organizations, industries or markets, it sometimes needs an outsider who can bring and use a different perspective, in addition to social consensus.

He said in a book that this was one of the lessons he learned after the former Roh Moo-hyun administration failed to drive change at the prosecutors' office and the justice ministry, as well as the police agency.

Kim worked with the President during his election campaign. Moon has introduced financial policies aimed at boosting consumer protection and reducing household debt, along with strictly regulating and rooting out malpractices in the industry. This also includes getting rid of the industry's practices of appointing chief executives with close political ties to gain favors.

The new FSS chief is expected to work closely with FSS Chairman Choi Jong-ku and the Fair Trade Commission Chairman Kim Sang-jo as the Moon administration seeks to increase cooperation between the financial regulator and the antitrust agency.

김 전 총장은 경남 진양 출신으로 진주고와 영남대 행정학과를 졸업하고 건국대에서 경영학 박사학위를 받았다.

1978년 행정고시에 합격해 공직에 몸담았으며 총무처·교통부를 거쳐 1985년 감사원에 입부, 2008년 사무총장을 끝으로 공직에서 물러났다. 2005년에는 청와대로 파견돼 공직기강비서관을 지내기도 했다.

공직에서 물러난 후에는 경남과학기술대 총장으로 재임했으며, 2015년 더불어민주당 당무 감사원장을 맡았다. 지난 대선 기간에는 문 대통령 캠프에 합류해 퇴직 관료 출신 그룹을 이끌기도 했다.(연합)
