A regional appellate court Tuesday ruled a man guilty of using abusive language on the phone that caused fear and uneasiness, overturning a lower court's verdict.

The district court in Daegu fined the accused man 2 million won ($1,600) for a violation of the Information and Telecommunications Law.

He was indicted last year on charges of hurling abusive language at his wife's brother through phone calls and voice messages several times. At that time, the couple were in divorce proceedings.

Judge Lee Young-hwa said, ``Under the related law, language or articles making people feel scared and uncomfortable are subject to punishment.''
