Park Geun-hye has been called the politician closest to Cheong Wa Dae during the past five years or even longer. On Tuesday, the de facto leader of the ruling Saenuri Party formally embarked on her second attempt to open the gate of the presidential mansion _ with pledges almost completely opposite to those she made in 2007.
Back then, she vowed to cut taxes, ease regulations for businesses and tighten up the rule of law. Now all she has on her mind seems to be ``happiness of the people” through realizing a fairer economic system, greater welfare and more jobs.
The shift from economic growth to popular well-being, or from the state to the people, is appropriate, even inevitable, given the political and economic changes sweeping the nation, and the world, now.
At stake is whether and how Park, whom many voters here still associate with 20th-century Korea, can change herself before changing the nation.
The 60-year-old conservative politician has implanted various good images in the minds of the public, such as strong conviction, adherence to principle, and consistency in speech and action. That she received early schooling in politics from the most effective, if iron-fisted, leader of modern Korea is also a valuable asset, sharpening her political instincts and making her the `` election queen.”
However, like two sides of the same coin, these advantages can lead to disadvantages. Strong conviction and principle-centered leadership, for instance, can always degenerate into uncompromising self-righteousness and inflexible rigidity. The halo effect of her father _ the late general-turned-President Park Chung-hee who ruled Korea for 18 years _ already casts a shadow from which Park should escape as early as possible in order to become a new, 21st-century leader.
Whether she has changed herself _ or at least really decided to do so _ is not very clear and nowhere else is this more visible than in an in-house dispute over the ways of ``economic democratization” through changing family-controlled conglomerates. Hawks of chaebol reform within Park’s campaign headquarters call for a near dismantling of the industrial behemoths, while their dovish counterparts appear content with enhancing fair trade practices. Few people outside, or even inside, of the Park camp know whose hands she will finally raise, as details are not yet available with the final ballot five months away.
Chaebol restructuring is hardly the only issue in which a lack of specific action plans makes voters’ judgment difficult. Without concrete steps for economic growth other than a vague pledge to develop both manufacturing and services sectors, people are wondering from where she will secure resources for the vast demands for welfare.
In a worst-case scenario, Park may likely find herself sandwiched between liberal critics who demand to see clear-cut steps that show her policy changes and conservative supporters estranged from her move to the left.
Yet, the most difficult moment for Park will come when her competitors test the daughter of Korea’s most famous dictator over to which extent she can deny her father and the darker aspects of his legacy.
All this explains why her overwhelming approval rating can prove to be deceptive unless she will be able to show she is a totally different person from a few decades, and even a few years, ago with plausible pledges and practicable plans.
Otherwise, just taking a few more steps toward the Blue House may remain her position forever.

박근혜의 공식 출마선언
관건은 그녀가 스스로를 변화시킬 수 있는 가에 있다
박근혜씨는 지난 5년 간 혹은 심지어 더 오랫동안 청와대에 가장 근접한 정치인으로 불리어왔다. 지난 화요일 이 여당인 새 누리 당의 사실상 지도자는 대통령 관저의 문을 열기 위한 두 번째 시도에 공식 착수했는데 2007년에 했던 것과 거의 정반대의 공약을 들고 나왔다.
전에 그녀는 세금을 줄이고 기업에 대한 규제를 완화하며 법치를 더 강화하겠다고 다짐했었다. 지금 그녀의 마음 속에는 오로지 경제 민주화와 복지 강화 그리고 일자리 창출을 통한 ``국민의 행복”밖에는 없는 듯하다.
이러한 경제발전으로부터 대중의 복지 혹은 국가로부터 국민으로의 전환은 현재 우리나라와 또 세계를 휩쓸고 있는 정치 및 경제적 변화에 비추어 적절하고 심지어 불가피하기 까지 하다.
문제는 아직 많은 유권자들이 20세기 한국과 연계해서 생각하는 박근혜씨가 나라를 바꾸기 전에 자기 자신을 바꿀 수 있는 지 그 여부와 방법이다.
이 60세의 보수 정치인은 국민들 마음속에 여러 좋은 이미지를 심어주었는데 강한 신념과 원칙 고수 그리고 말과 행동의 일치 등이 그 것이다. 그녀가 현대 한국에서 강압적이긴 하지만 가장 효과적인 지도자로부터 조기 정치 교육을 받았다는 점도 소중한 자산이며 이는 그녀의 정치적 본능을 강화시켜주었고 그녀를 ``선거의 여왕”으로 만들어 주었다.
그러나 동전의 양면처럼 이러한 장점들은 단점으로 이어질 수가 있다. 예를 들면 강한 소신과 원칙 위주의 지도력은 비타협적 독선과 융통성 없는 경직성으로 항상 퇴보할 수 있다. 그녀의 아버지 즉 한국을 18년간 통치했던 장군 출신의 박정희 전 대통령의 후광효과도 그녀가 새로운 21세기 지도자가 되기 위해서는 한시 바삐 빠져 나와야 하는 그림자를 이미 드리우고 있다.
그녀가 자신을 변화시켰는지 혹은 최소한 그러겠다고 진정으로 결정을 했는지는 과히 분명치 않으며 이 점이 가장 잘 보여지는 부분은 어떤 방법으로 가족 지배하의 기업 집단을 변화시킴으로써 ``경제 민주화”를 이룰 것인가에 대한 내부 분쟁이다. 박근혜 선거 본부 내의 재벌 개혁 강경파들은 이 거대한 산업체들을 거의 해체하라고 촉구하는 반면에 온건한 반대파들은 공정 거래 질서를 강화하는 정도로 만족하는 듯 보인다. 박근혜 캠프 밖 혹은 심지어 안에서 조차 그녀가 최종적으로 누구의 손을 들어줄지 모르고 있는데 선거가 다섯 달 밖에 안 남은 마당에도 세부 내용을 알 수 없기 때문이다.
구체적인 행동 계획이 없어서 유권자들의 판단을 어렵게 만드는 것은 재벌 개혁문제 만이 아니다. 제조업과 서비스업을 다같이 발전시키겠다는 막연한 약속 외에 경제 성장을 위한 구체적 조치가 없어서 대중들은 그녀가 방대한 복지 수요를 위한 자원을 어디에서 확보할 것인지 궁금해 하고 있다.
최악의 경우 박근혜씨는 그녀의 정책 변화를 보여주는 분명한 대책을 요구하는 진보적 비판자들과 그녀가 좌파로 이동한 것에 대해 거리감을 느끼는 보수적 지지자들 사이에서 샌드위치가 되어있는 자신을 발견할 수도 있다.
그러나 박근혜씨에게 가장 어려운 순간은 그녀의 경쟁자들이 이 한국에서 가장 유명한 독재자의 딸이 어느 정도 까지 자신의 아버지와 그가 남긴 유산의 어두운 부분들을 부인할 수 있는지 시험할 때 찾아올 것이다.
이 모든 상황은 그녀가 설득력 있는 공약과 실현성 있는 계획을 가지고 자신이10-20년 전 아니 1-2년 전과도 완전히 다른 사람이라는 것을 보여주지 못하는 한 그녀의 압도적인 지지율이 허상일 수도 있다는 이유를 설명해 준다.
그러지 못하면 단 몇 발자국만 더 가면 청와대라는 사실이 영원한 그녀의 위치가 될 수도 있기 때문이다. |
